A member of the Attorney General’s panel of Junior Counsel to the Crown (B Panel), Bilal is also an approved Special Advocate. He has extensive experience of public inquiries having acted as junior counsel to the Bloody Sunday Inquiry. As a special advocate he has acted in proceedings before the Special Immigration Appeals Commission - most recently in those arising from Operation Pathway.
Bilal also undertakes inquest work, particularly in the areas of medical accident, detention and health and safety. Regulatory and disciplinary proceedings form a developing part of his practice with Bilal’s experience ranging from environmental and health and safety prosecutions to professional misconduct cases against medical and social care professionals.
He acts in public law proceedings under the Children Act 1989 and particularly in cases where heightened issues of security and/or confidentiality arise. Within care proceedings, his medico-legal experience equips him to cross-examine experts giving complex medical evidence.
Bilal brings to his areas of practice the forensic advocacy skills gained through his substantial experience of criminal work in his first six years of practice. He writes within his chosen areas of expertise.
